Congressman Clay Higgins serves Louisiana’s 3rd District in the U.S. House of Representatives. In 2022, he was elected to a fourth term in Congress.

Higgins is a member of the Oversight & Accountability Committee and the Homeland Security Committee, where he serves as Chairman of the Border Security Subcommittee.

A committed Constitutionalist and principled Conservative, Congressman Higgins is leading the fight to put Louisiana and America first. He believes in smaller government, less bureaucracy, free markets, a strong national defense, and securing America's sovereign borders.

What is the Contribution limit?

Individuals or federal non-multicandidate PACs may contribute up to $300,700 annually. Federal Multicandidate PACs may contribute up to $120,000 per election cycle.

Can My Spouse or Business Partners Also Contribute?

Yes. Each individual may contribute to the HVC up to $300,700 annually.

Can I contribute through my Business?

Yes, through a limited liability company (LLC). LLC Partnerships are permitted to make contributions up to $300,700 annually. For purposes of contribution limitations and prohibitions, a limited liability company (LLC) is treated as either a corporation or a partnership. If an LLC is treated as a corporation, it is prohibited from making contributions. An LLC must, at the time it contributes, notify the recipient committee that it is eligible to contribute and how the contribution is to be attributed among members.

Can a Trust Make a Contribution?

Yes, a Trust may make contributions through a testamentary trust, subject to contribution limits. Higgins Victory Committee is required to disclose the name of both the trust and the name of the decedent on its report.

Who is prohibited from making a Contribution?

Corporations, labor organizations, national banks, federal government contractors, foreign nationals without green cards, and other federally impermissible sources. It is the responsibility of the HVC to ensure that all contributions are acceptable under FEC law.

Higgins Victory Committee (“JFC”) is a joint fundraising committee composed of Captain Higgins for Congress (“Campaign”), Redemption PAC (“LPAC”), and NRCC (each, a “Committee,” and, collectively, the “Committees”). Any contribution to the JFC permissible under the Federal Election Campaign Act, as amended (“FECA”), from contributors who have not exceeded their applicable federal contribution limits, shall be allocated among the Committees pursuant to FECA and the formula set forth in this Notice.

Contributions Made by an Individual or Federal Non-Multicandidate Political Committee:

Individuals or federal non-multicandidate PACs may contribute up to $300,700. Such contributions shall be allocated in the following order:

1. Campaign shall receive any contribution not exceeding $6,600, designating up to $3,300 to the primary election and up to $3,300 to the general election, provided such limits apply.

2. Redemption PAC shall receive any contribution not exceeding $5,000 annually.

3. NRCC shall receive for its general account any contribution not exceeding $41,300 annually.

4. NRCC shall receive an equal share of any contribution not exceeding $247,800, not to exceed $123,900 for its Legal Proceedings Fund and not to exceed $123,900 for its Building Fund, provided such limits apply.

Contributions Made by a Federal Multicandidate Political Committee:

Multicandidate PACs may contribute up to $120,000. Such contributions shall be allocated in the following order:

1. Campaign shall receive any contribution not exceeding $10,000, designating up to $5,000 to the primary election and up to $5,000 to the general election, provided such limits apply.

2. Redemption PAC shall receive any contribution not exceeding $5,000 annually.

3. NRCC shall receive for its general account any contribution not exceeding $15,000 annually.

4. NRCC shall receive an equal share of any contribution not exceeding $90,000, not to exceed $45,000 for its Legal Proceedings Fund and not to exceed $45,000 for its Building Fund, provided such limits apply.

Contributions to Higgins Victory Committee, or to any participating Committee individually, are not deductible as charitable donations for federal income tax purposes. Contributions from corporations, labor organizations, national banks, federal government contractors, foreign nationals without green cards, and other federally impermissible sources are prohibited. The contributor’s signature designates his or her contribution to the elections described above. Contributions that exceed a donor’s contribution limit to a participating Committee shall be reallocated to the remaining Committees according to this allocation formula to the extent permitted by FECA. Any contributor may designate his or her contribution to a specific participant Committee to the extent permitted by FECA. Federal law requires us to use our best efforts to collect and report the name, mailing address, occupation, and name of employer of each individual whose aggregate contributions exceed $200 in an election cycle or calendar year, as applicable.
